Creating a Facebook business manager gives you access to Meta's suite of tools. These tools include the Facebook ads manager, where you can create all your Facebook ads.
This Facebook ads manager is associated and comes with your business manager. So as soon as you create your business manager account you will get access to the Facebook ads manager.
In addition to granting you access to the meta suite of tools, your Facebook business manager acts as a hub for the various "Business assets", as Facebook calls them, that will be connected to your Business manager.
Some of the business assets that you will need to create and connect to launch your first ad include your Facebook business page, Instagram account, Facebook pixel, and ad account.
Having a Facebook ad account is important for providing you with better customer service and connecting your ads manager with the payment method you will need for your ad account.

Create Your Facebook Business Manager
First, you will need a Facebook business manager account.
As mentioned above your Facebook business manager acts as a centralized hub for all your Facebook business assets and creates your Facebook ads manager account.
Other functions of the Facebook business manager include:
Managing Facebook business manager roles as well as ad account roles, so that agencies and employees can request access to your ad account and business manager.
Managing your payment method.
Creating new data sources like your tracking pixel, custom conversions, and offline events.
Creating Your Ad Account
Now that you have the Facebook business manager set up, the next step is to create your ad account.
To create your Facebook ad account go to the business settings in the business manager.

Then go to ad accounts, click the blue "add" button and create a new ad account.
Set Up Ad Account Roles
One of the benefits of having an ad account is that you can grant access to other Facebook users.
These new users can then access your ad accounts and create new Facebook ad campaigns.
To do this within business settings go to the people tab or partners tab in your business settings and click the blue add button.
The People tab will generally be used to grant access to individuals, while Partners will be businesses that already have a Facebook business manager account.
Once you've decided who you wish to grant access to. You can decide what level of access to give them.
If this is someone you know and trust, feel free to give them admin access. Just be sure to read through everything you are granting access to.

Problems Connecting Your Ad Account
Have problems connecting or creating your ad account? Here are some common issues and solutions.
Can't connect your ad account. Facebook ad accounts can only be connected to one business manager.
If you have a personal ad account connected to your business manager. You can only have one. Instead, create a new ad account in your business manager.
If you have multiple ad accounts and cannot create further accounts you may have hit your account limit. To find out what your limit is you can go to business info in business settings and look for ad account creation limit.
If your ad account is in bad standing you can take a look at the Facebook advertising policies and contact Facebook support.
Connect Your Facebook Page, Instagram Account, And Facebook Pixel
Now that we have our Facebook advertising account set up let's connect some remaining pieces.
In addition to your ad account lets quickly connect our Facebook page Instagram, and pixel before we create our Facebook ads.
We want to connect our Facebook business page and not our personal Facebook account.
To do this go to the pages portion of your business settings and add your page.

To add your Instagram account go to the business settings and click the blue add button to claim your Instagram account.

To add your pixel go to data sources and click the blue add button.
Set Up Payment Options
The last step before you can create your first Facebook ads is to set up your payment options.
You can find this in your settings by going to payment methods

Once you've opened payment methods you can add both your primary and secondary payment methods.

Now that you have your payment method set up you can set a monthly limit on your ad spend, set a billing threshold, account spending limit, and more.

Congrats! You can now start creating your first Facebook ad campaign.
